About waiting list ticket. 

Indian railway has two types of ticket, one is confirmed ticket and another is waiting list ticket. Confirm ticket is booked when the ticket is available. We can book ticket online and offline. After finish availability and then waiting ticket is book. Waiting list ticket is various types such as General Waiting List (GNWL), Pooled quota waiting list (PQWL) etc.

Reservation against cancellation (RAC) is one kind of train ticket. RAC ticket is two types, confirmed RAC ticket and waiting list RAC ticket. Two passengers shares a berth in RAC ticket.

Can I travel with waiting list ticket in sleeper class? 

Yes, you can travel with waiting list ticket if you have booked ticket from the railway station counters. If you have booked from the online then you can not travel with waiting list. After the chart preparation if your ticket is not confirmed, they will refund money to your bank account.  

According to IRCTC guidelines counter waiting ticket is valid for travel and e-ticket waiting ticket is not valid. If you have emergency to travel you can travel with permission ticket. 

Can I travel reservation with waiting list ticket? 

In AC and sleeper class has reservation seats, its for confirmed ticket passengers.
If you have waiting list ticket you can travel in reservation class if your ticket is booked from railway counter. You are permitted to travel but you will not have any seat.  

Can we travel with waiting list ticket booked online? 

If you have booked from the online then you are not eligible to travel. Only online confirm ticket is permitted to travel. After the chart preparation if your ticket in not confirmed, you will get full refund on your account used for payment for booking of the ticket.
